UP Government Transfers 13 IAS Officers in Major Reshuffle; Indra Vikram Singh Named Divisional Commissioner, Gorakhpur

The Yogi Adityanath-led Uttar Pradesh government transferred 13 IAS officers on Tuesday in one of the state's larger administrative reshuffles this year. Indra Vikram Singh, a 2009-batch officer who was Secretary, Agriculture, moves to Gorakhpur as Divisional Commissioner, replacing Anil Dhingra.

Divisional Commissioner postings in Uttar Pradesh carry oversight of multiple districts each, making them among the most consequential field charges in the state's administrative hierarchy. A reshuffle touching 13 officers at once reaches across Gorakhpur, Basti, Bareilly and Prayagraj divisions, alongside several state-level secretary and managing director posts, indicating a broad realignment rather than a single vacancy being filled.

The batch spread across the transferred officers ranges from 2004 to 2022, pairing senior Divisional Commissioner-level movements with junior-scale postings such as Pushp Raj Singh, a 2022-batch officer, moving from Secretary, Gorakhpur Development Authority, to Additional CEO, Noida.

Several of the transferred officers were moved out of Divisional Commissioner posts they had held for varying periods — Dhingra from Gorakhpur, Vaibhav Srivastava's replacement pattern into Basti, Bhupendra S. Chaudhary out of Bareilly, and Dr Lokesh M. out of Prayagraj — while others moved into state corporation and department postings.

The reshuffle touches a cross-section of the state's administrative machinery — housing, agriculture, power distribution, labour, and urban development — rather than concentrating on one department, consistent with the kind of periodic broad-based reshuffle Uttar Pradesh has carried out through the year.

Among the specific moves: Ravindra Kumar retains Principal Secretary, Agriculture, while also taking additional charge of Director, State Agricultural Produce Mandi Council; Prakash Bindu shifts from Secretary, Home and Vigilance, to Managing Director, PCDF; and Dr Balkar Singh moves from Housing Commissioner to CEO, UPSIDA — the post Dhingra now steps into on the housing side.

The transfer order, issued Tuesday, covers all 13 officers with immediate effect.
