New Delhi, June 14, 2026: The Appointments Committee of the Cabinet (ACC) has empanelled three officers — Jeetendra Singh, Avtar Singh Sandhu, and Manisha Sensarma — for Additional Secretary and equivalent-level posts across the Government of India.
Empanelment at Additional Secretary rank clears officers for appointment to division heads and functional heads of departments — roles that sit directly below the Secretary of a ministry. The ACC reviews annual performance reports and overall service records before granting empanelment.
The three officers come from different central services. Their specific postings will be announced as vacancies arise across ministries.
The Additional Secretary rank is the third-highest in the IAS hierarchy after Cabinet Secretary and Secretary. Officers at this level typically manage policy implementation within a ministry and act as the primary link between the Secretary and joint-secretary-level staff.
