Bihar IAS Arvind Kumar Verma, 2012 batch, gets charge of Special Secretary Health and CEO Bihar Health Protection Committee; relieved of Industries.
Arvind Kumar Verma, a 2012 batch IAS officer currently serving as Special Secretary in Bihar's Cabinet Secretariat Department, has been assigned the concurrent charge of Special Secretary, Health and Chief Executive Officer (CEO) of the Bihar Health Protection Committee. He has simultaneously been relieved of the additional charge of Special Secretary, Industries that he had been holding. The reassignment marks a shift in Verma's portfolio from industrial affairs to healthcare governance — two of the most demanding functional domains in state administration. As Special Secretary, Health, Verma will be responsible for supporting policy formulation and execution in a department that oversees a large network of hospitals, health schemes, and public health programmes across Bihar. His additional designation as CEO of the Bihar Health Protection Committee further expands his remit to include the oversight of health insurance and protection schemes for eligible beneficiaries in the state. The Committee plays a key role in implementing government-backed health coverage programmes for economically vulnerable populations. The move comes at a time when Bihar's health administration is navigating challenges related to institutional capacity, public health infrastructure, and the rollout of centrally sponsored health schemes at the grassroots level. Verma's reassignment illustrates the state government's strategy of deploying officers with cross-functional exposure to priority departments, particularly at a time when Bihar is seeking to strengthen its health administration ahead of the upcoming state budget cycle.
