The Government of India has entrusted Manoj Joshi, Secretary of the Department of Pharmaceuticals, with the additional charge of Secretary, Department of Fertilizers, until June 28. The arrangement has been made to ensure uninterrupted functioning of the Fertilizers Ministry during the period of authorised absence of Rajat Kumar Mishra, the department's regular incumbent. Joshi, a 1989-batch IAS officer belonging to the Kerala cadre, brings with him decades of administrative experience across various critical sectors of the central government. His familiarity with technical and industry-linked ministries makes him well suited to oversee the Fertilizers portfolio, even on a short-term basis. The Department of Fertilizers plays a strategic role in India's agricultural ecosystem, managing subsidy disbursements, overseeing fertilizer pricing policies, monitoring domestic production, and coordinating with public sector fertilizer companies. Continuity in decision-making at the secretary level is essential for the seamless execution of these responsibilities, particularly during peak agricultural seasons. Joshi's concurrent role as Pharmaceuticals Secretary requires him to manage a sector that is equally significant, involving oversight of drug pricing, production-linked incentive schemes, and pharmaceutical policy. The dual-charge arrangement reflects the central government's confidence in his administrative capability to manage complex, multi-sectoral responsibilities simultaneously. Such practices are institutionalised in the Indian bureaucratic framework to prevent governance gaps during planned absences. The arrangement will be in effect only until June 28, after which Rajat Kumar Mishra is expected to resume charge of the Fertilizers Department. The brief but important assignment highlights the importance of experienced IAS officers serving as anchors for ministries during transition or leave periods.
